Tomorrow Today is Benalla’s independent community foundation. We connect people, resources and ideas, to create a bright future for our great rural community.
We believe that everyone should have the chance to thrive – and that education is the answer. Working together with families, schools and the community, we are leading a 20+ year project, the Education Benalla Program, to ensure all of our children and young people can achieve their potential in school, work and life.
Local people are able to help shape our community’s future by donating time, money and skills through a trusted local organisation, dedicated to responding to local needs.

About Benalla
More than 14,000 people live in Benalla and District, in North East Victoria just over two hours drive from Melbourne via the Hume Freeway.
Adjacent to the town centre are our picturesque lake, Benalla Art Gallery, Botanical Gardens, riverine parkland and walking trails. Benalla enjoys many sporting clubs and facilities, and is home to Winton Wetlands, the State Gliding Centre and Winton Motor Raceway.
Productive farming areas surround the area’s seven small towns of Baddaginnie, Devenish, Goorambat, Swanpool, Tatong, Thoona, and Winton.
Benalla’s diverse local economy includes manufacturing, community services, retail and agriculture.
Challenges
Despite the many good things Benalla has to offer, it is identified as highly disadvantaged by the SEIFA index, the socio-economic measure of the Australian Bureau of Statistics.
Jesuit Social Services has analysed social disadvantage by postcode nationally. Their 2007 and 2015 Dropping off the Edge (DOTE) reports provide vital information about the challenges faced by Benalla, that has informed Tomorrow Today’s work.
Our Local Partners
Tomorrow Today works with groups and organisations across Benalla to help achieve our purpose.
Our Education Benalla Program is a place-based approach that depends on strong local partnerships to collectively find solutions to complex problems.
The program actively collaborates with public and private agencies, community groups and businesses to work on shared objectives.
The collective impact for Benalla is much greater than the impact achieved by individual organisations working in isolation.
Major Education Benalla Program partners include the Victorian Government, Benalla Rural City Council, Benalla Health, NE Tracks Local Learning & Employment Network, and all local schools and kinders.
One of the ways that we work with others to achieve change is by participating in a number of local committees and networks, including:
Chairing the Benalla Early Years Network, a collaboration of local organisations that provide child and family services. The network is focused on improving learning and development for Benalla children aged 0 to 8 years.
Chairing the Benalla Future Work Steering Committee, a collaboration of local organisations who are working together to improve career development for young people, expand the number engaged in work experience and school-based apprenticeships, and increase our community’s aspirations for young people to succeed.
Actively participating in the Benalla Youth Service Providers Network of agencies that provide youth services.
Actively participating in the Benalla Health and Wellbeing Action group, which is a collaboration of health and welfare agencies focused on health promotionstrategies andinterventions.
We work in partnership with over 120 local agencies, groups and organisations, ranging from recreational clubs to small and large businesses.

We work with and learn from a range of organisations beyond Benalla, including universities, research institutes, other Not-for-Profits and Place-Based organisations.

Our Board
Tomorrow Today’s Board is made up of local people, with demonstrated skills and experience, who volunteer their time.

Louise Pearce
Chair
Louise works as a Senior Skills Advisor for the Victorian Skills Authority. Her career is focused on education with a particular passion for supporting young people. Louise and her husband raised their family in Benalla where she has been an active community member holding positions of office in sporting clubs, Guides and Scouts. Louise is a member of the Committee of Management of the local NE Tracks LLEN (Local Learning and Employment Network).

Melinda Lawley
Deputy Chair
Melinda has worked with young people throughout her career, initially as a secondary teacher before moving into community and health fields. She has extensive experience working with Boards and Executive teams across Health, Education and Community Services. With a background in Public Health, she has a focus on prevention and early intervention strategies to improve community well-being and reduce health and education disparities. She is currently the CEO of a youth welfare organisation in Shepparton and a non-executive director on the Benalla Health Board of Management.

Sally Gamble OAM
Treasurer
Sally is a founding director of Tomorrow Today, serving as Chair from 2009 to 2021 and has contributed to numerous other local community organisations over the years. She is a Director and Company Secretary of Community Foundations Australia and a member of the Community Leadership Council for the Investment Dialogue for Australia’s Children. In 2024 Sally was awarded an Order of Australia Medal for services to education and to the community.

Nick Taylor
Company Secretary
Nick is a commercial builder who established his business, Landmark Construction Group Pty Ltd, in Benalla in 2001. His long history of community involvement includes serving on St Joseph’s Primary School Council, the Sandhurst Diocese Education Board and the Benalla Racing Club Committee. Nick has been a volunteer with the Samaria CFA for more than 30 years, for a large part of this time as Captain.

Rosie Koop
Convenor, Education Benalla Program
Rosie was Executive Officer at Tomorrow Today from 2020-2023. She returned to the organisation as a board member in 2025. Rosie, along with her husband and four children, have a farming enterprise near Benalla. Rosie has strong ties to the North-East region having served on the boards of Tourism North East and Alpine Valleys Community Leadership and as a member of Ovens Murray Regional Partnership. Her depth of knowledge about Tomorrow Today and the broader philanthropic sector make her a welcome addition to the board.

Larissa Montgomery
Board Member
Larissa is a senior project officer with the Department of Environment, Land, Water and Planning and has a career background in environmental sustainability. She has experience in project management, community engagement and governance and is passionate about building strong, resilient and connected communities. Larissa grew up and continues to live in Tatong and has been an active member of many different community groups over the past 18 years.

Martin Smith
Board Member
Martin is a senior operational risk manager and Chartered Accountant, with experience in compliance, banking and finance roles in Australia and overseas. Now Melbourne- based, he has been an active member of the local primary school council and a committee member and coach in junior sport. Martin remains connected to his home town of Benalla and joined the Board of Tomorrow Today in September 2020. He is a member of the Australian Institute of Company Directors.

Florent Thivillier
Board Member
Florent is an industrial engineer who came to Benalla in 2001 from his native France. Originally moving here to work at Schneider Electric, he and his wife fell in love with Benalla and chose to raise their family here. Florent’s active involvement in the community has included being a participant and coach in numerous local sporting clubs. After many years working across the region he has returned to Schneider Electric, now as Operations Manager.

Dr Jen Jackson
Executive Officer
Jen joined Tomorrow Today as Executive Officer in 2026. Jen holds a PhD in Education and brings extensive experience connecting education policy, research and practice, along with a commitment to collaboration with our local partners and beyond. She continues to contribute to research at the Australian Council for Educational Research (ACER). Jen grew up in a small town in New Zealand and is delighted to be back in a similar community after living in Melbourne for the last 20 years. She relocated to Benalla with her two retired greyhounds and her kayak which you might see zooming around the lake.

Sally Matheson
Education Benalla Program Manager
Sally has worked at Tomorrow Today as the Education Benalla Program Manager since 2018. Her role involves managing a team of seven staff, oversight of the program’s 20+ activities, collaboration with numerous local organisations, and fulfilling application and reporting requirements to funders. She has a Bachelor of Speech Pathology from La Trobe University and has worked for the Department of Education and Benalla Health. Sally is driven by her belief in education and leadership opportunities for all – parents, children and educators. Outside of work, she is involved in the Rotary Club of Benalla and plays a mean trumpet with the Benalla Rose City Band.

Janelle Osborne
Business Manager
Janelle grew up in Victoria’s Northeast, not far from Benalla. She joined Tomorrow Today as Business Manager in 2025. Janelle has a Bachelor of Business and worked with GOTAFE for more than 19 years in People and Culture. She cares deeply about community development and education and firmly believes everyone should be able to access opportunities in regional areas which is what drew her to Tomorrow Today. When she’s not at work she’s spending time with family, camping, watching her sons play sport or just enjoying time outside at home. Her favourite thing about Benalla is the lake and the community connection.

Melinda Andersen
Communications Coordinator
Melinda joined Tomorrow Today in June 2022 after more than 20 years running her own business through which she worked across a broad range of industries including creative arts, consulting, agriculture, construction, IT, education and childcare. She has a Bachelor of Arts in Communications (Media) and a Graduate Diploma in Education. Melinda came to Benalla with her husband and two children in 2016. She is passionate about education and sharing the tireless work of Tomorrow Today with the Benalla community and beyond. Her favourite thing about Benalla is the beautiful natural surrounds, especially the view over the lake. On weekends you might find her camping out in a vintage VW Kombi, cooking, gardening or reading.

Karen Curl
Early Years and Youth Support Coordinator
Karen has been with Tomorrow Today since 2012. Her role is split between PEEP, the Early Years Support program and Connect9. She has a Certificate III in Children’s Services and a Certificate III in Agriculture and has worked in a range of industries from FMCGs to cooking. Karen is passionate about helping people, for her, building trust and rapport with Benalla families is her most important work. “We are all on the same page here, with our commitment to our community, to see our town thrive, to see our young people achieve their dreams.” As the head of a large family one of her favourite things is to spend time with them.

Nonie Daniel
Early Years Specialist
Nonie joined Tomorrow Today in 2011 as Early Years Specialist for Little Giggles Playgroup which evolved to become the PEEP program. She has an Advanced Diploma in Early Childhood Education and worked in the Early Childhood sector for 19 years before joining Tomorrow Today. She is dedicated to helping families, especially supporting them to become confident educators for their children. She enjoys being part of an organisation committed to making a brighter, and sustainable future for Benalla children and young people. Nonie’s four-legged babies Scooter and Sootie are the loves her life although as a die-hard Pearl Jam fan, Eddie Vedder is a close third.

Rachael Heywood
PEEP and Antenatal PEEP Coordinator/ConnectParent Coordinator
Rachael’s connection with Tomorrow Today began as a Connect9 volunteer in 2014. She joined the staff in 2023. Rachael holds a Certificate IV in Library Information Services, Diplomas in Education Support and Youth Work and a Bachelor of Social Sciences in Social Welfare. Before joining Tomorrow Today she worked in the primary education sector for 17 years. She is an advocate for building parent/family engagement and working with community to build confidence within families. Rachael’s spirit animal is the bear because it represents self-knowledge, healing, courage and resilience, which are important values for her. In her free time you’ll find her connecting with her own family or exploring the history of old buildings.

Janene Humphries
Literacy Coordinator / ConnectParent Coordinator / Volunteer Coordinator
Janene has worked in education since graduating University in 1988 and has spent her career teaching in the Benalla community. She holds a Diploma of Teaching and a Graduate Diploma in Special Education. Before stepping into the Literacy Leader role at Tomorrow Today in 2023, she worked at St Joseph’s Primary School as a classroom teacher, Curriculum and Literacy Leader, and Learner Diversity Leader. Janene is committed to helping children discover their strengths, challenge themselves and build confidence in their learning. She is dedicated to expanding Tomorrow Today’s reach and strengthening opportunities across the community. She lives on a farm in nearby Glenrowan and has four adult children who attended school in Benalla.

Stacey Mudd
Early Years Assistant
Stacey grew up in Benalla and has a Diploma in Early Childhood Education. Before joining Tomorrow Today in 2024 she worked in childcare for 10 years. Stacey became involved with Tomorrow Today initially as a participant in the PEEP program and then as a volunteer when her daughter started school. She loves the diversity of her role in the PEEP room working with children and families and how each session brings something new. Stacey is a champion dance-mum and likes spending her spare time with her daughter and catching up with friends. She would love to have the super-power to adjust time!

Heidi Perry
Anganya Education Officer
Heidi is a lifelong learner who studied Arts/Asian Studies at Monash University, majoring in Indonesian and Politics. She completed Honours and a Graduate Diploma of Education, and later a Master of International Studies while teaching in Sydney. Her love of learning has shaped a diverse teaching career across primary and secondary education in Australia and overseas. Teaching in Indonesia, Hong Kong and Tanzania has broadened her perspective and enriched her practice. Heidi is committed to improving outcomes for Aboriginal and Torres Strait Islander students, which led her to join Tomorrow Today in 2024 as the first Anganya Education Officer. Outside work, she enjoys family time, hockey, reading, cooking, walking her dogs and travel.

Debbie Rees
Administration Officer
Debbie has extensive experience in administrative roles with Thales Australia, Victoria Police and the Magistrates’ Court among other organisations. She has Diplomas in Human Resources, Business Management and Accounting and is also a qualified stenographer. Debbie moved to Benalla from Port Augusta in 1998 with her husband and two children. She joined Tomorrow Today in 2012 as Administration Officer. She loves the community-minded people of Benalla for their generosity, willingness to help each other and volunteer. If she could meet any one in the world (living or dead) it would be Annie Lennox because she’s an awesome singer, songwriter and philanthropist.

Alex Ross
Youth Engagement Coordinator
After 30 years in hospitality, Alex joined Tomorrow Today in 2021 as Youth Engagement Coordinator. Her mentoring and leadership skills have helped her to broaden the scope of our youth programs and become somewhat of an inspiration to the town’s young people. In particular, the Full Impact Squad was created under her guidance. Alex has two great loves, her beautiful German Shepherd, Dolly, and the Essendon Football Club. A close third is Benalla, in particular the wide open spaces and local community. Her favourite place in Benalla is the Art Gallery and she volunteers her time as a member of the Benalla Street Art Festival Committee.

Our History
Meeting the Challenge
Benalla’s Liz Chapman OAM first raised the idea of forming a community foundation after conducting sessions at the 1999 Regional Australia Summit, which had explored ways to revitalise Australia’s rural and regional areas.
The National Summit had highlighted the potentially strategic role of philanthropy and encouraged communities to consider establishing community foundations which were relatively new to Australia.
Liz – who had agriculture and rural development qualifications and had worked for many years at local, regional and national levels – saw the potential of foundations to give people the means to support their communities. She raised the idea with other local people and, together with Sally Gamble, led the Foundation’s development.
Establishing an Identity
A community foundation reference group was formed, starting discussions with community groups and networks on just what a community foundation could hope to achieve in Benalla that was not already being done. A feasibility study grant from the Foundation for Rural and Regional Renewal (FRRR) kick-started the establishment of what became the Tomorrow Today Foundation.
Purpose: To enable the people of Benalla district to create a stronger, more resilient and prosperous rural community.
Vision: A generous community, able to deliver a stronger tomorrow by challenging itself today.
Early on, the fledgling organisation demonstrated its value by providing Small Grants for good ideas generated by local groups of people. The small grants were resourced by local businesses. A part time project officer undertook supportive community development work which was funded by external grants.
Tomorrow Today identified its role as an active partner in local projects that could strengthen the community.
Investing in Benalla’s Future.
The Foundation also initiated and led projects, like the Education Benalla Program, which had the potential to create long-term benefits.
Tomorrow Today Foundation now has a reputation as an innovative and well-run organisation. It is a leading example of a rural community foundation that punches well above its weight.
